CBI raises Wales eco-policy concerns
Environmental policies in Wales should be co-ordinated with the rest of the UK or business will suffer, the CBI has warned.

The employers’ body warned that additional regulatory burdens on businesses in Wales would hamper their competitiveness and slow economic growth.

Hmm - so we need everyone to agree before taking action? It seems to me this is a call to inaction from the CBI. If we wait until everyone agrees, then it will be too late - we all have to take the actions we are responsible for, or we will all still be waiting until the crisis is insolvable!
